Pennsylvania approves $4.9 million in loans for property and business projects

Five PIDA loans support warehouse acquisition, a Bethlehem build-to-suit facility and other projects across four counties, according to Pennsylvania’s economic development agency.

Financing approved across four counties

Pennsylvania approved more than $4.9 million in five low-interest loans supporting property acquisitions, construction and equipment purchases across four counties, the Department of Community and Economic Development announced Nov. 5, 2026. The Pennsylvania Industrial Development Authority financing includes an Altoona warehouse purchase and a planned manufacturing facility in Bethlehem. The agency said the projects in Bedford, Blair, Lancaster and Lehigh counties represent more than $19.3 million in investment, with commitments to create 15 full-time jobs and retain 224 existing positions. The announcement establishes loan approvals, rather than completed acquisitions or construction; it does not provide closing dates or construction schedules. Warehouse acquisition and Bethlehem development

DelGrosso Foods received approval for a $1,604,989 loan through the Altoona-Blair County Development Corporation to help purchase a 78,500-square-foot warehouse at 150 Enterprise Campus Drive in Altoona. DCED listed a 15-year term and a 5.25% reset interest rate for the financing, against a total project cost of $3,209,978. According to DCED, the warehouse purchase will replace a capital lease payment with a smaller debt-service payment. DelGrosso committed to retaining 196 full-time jobs within three years. The Basis analysis: The stated benefit is a change in occupancy financing and payment burden, not an announced increase in warehouse space or employment. In Bethlehem, MillPress Real Estate Holdings received approval through the Lehigh Valley Economic Investment Corporation for a $2 million, 15-year loan at a fixed 5.50% rate for land and a build-to-suit facility. The 49,920-square-foot building at 1550 Spillman Drive will occupy a 5.06-acre site and house MillPress Imports, DCED said. A second MillPress loan of $199,684 carries a five-year term and 5.50% interest rate and will support production equipment, including a bottling line. DCED put the total project cost at $12,811,868. MillPress Imports committed to retaining 21 full-time positions and adding 12 within three years. Shapiro Administration Invests More Than $4.9 Million Through New PIDA Loans to Create Jobs, Help Bu

Other property uses and financing implications

The remaining approvals include $750,000 for Hummingbird Launch to purchase land and a building at 209 Hazel Street in Lancaster for Stroopies and Lancaster Sweet Shoppe operations, a café and group visits. Bedford County Development Association received approval for $401,760 toward a roughly 9,000-square-foot daycare buildout at its business center, expanding capacity from 65 to 100 children, according to DCED. The Basis analysis: These approvals illustrate two distinct real estate uses of public financing: acquiring operating premises and supporting new, business-specific space. For owners and lenders, the distinction matters because DelGrosso’s stated rationale centers on reducing payments, while MillPress pairs a future facility with production equipment. The disclosed PIDA amounts are below each project’s total cost; the announcement does not identify the remaining financing sources or establish that funding has closed.
